.pnf is .inf'pre-Compile,inf can open by notepad.exe,what tools canopen a .pnf ?

.pnf files can not be opened by anything except windows installer.

Hi ,Windows uses pnf instead of inf files , inf is for user to modify and edit , pnf file are for system usage.Is there a reason for edition pnf files ?
